Meritocracy doesn’t. It is based on rationality. Note: civilization requires rationality.
However, not all people in society are rational. This requires free will followed by the pursuit of understanding (no decision-making). However, people function in the decision-making mode. This is irrationality when they otherwise possess free will and reason. It is dysrationality when they don’t. The former is sometimes rational; the latter is never rational. Society has both. When people are rational, they contemplate objective truth. This is where new solutions to problems (MERIT) are found.
