Are state and university the enemy of the philosophers?

Are state and university an enemy of the philosophers, who need 1) otium for their productivity, 2) pure air, therefore house, maybe, at the sea, 3) high calories diet? They are considered as useless and they rob them their three conditions of life.

The state, university, and the philosophers are ALL enemies of the people if they do not help the people lead productive self reliant lives.
