How long could a country exist without a head of government?
A position of power will never be left unfilled.
Our primary brain was instinctual/emotional. Our slightly newer, but still older brains, were taught more by authority (the parent or the powerful/successful). Our newest brains, from an evolutionary perspective, are self teaching (via reason). However, the earlier modes of human thinking still exist and must be respected.
This is why one could say, life hates a leadership vacuum. The vacuum would be filled immediately by the powerful. This powerful individual may or may not be just.
Today, power seeking people, that is resource seeking people, exploit subjective thinking (our primitive but essential thinking modes) in order to acquire this power. Humanity is simply unstable without somebody assuming positions of power.
To enable reason and independent thinking however, just societies must place many checks on the reason suppressing power of the powerful, not vacate the power position.
