How can police presence act as a threat factor so as to transform a peaceful protest into a collective response of collective confrontation?

Yes an no. Generally …
It is all about freedom of thought. If the police presence brings a calming/balancing influence to a community or family dispute, allowing all voices to be heard, then it’s a positive.
If, on the other hand, the police come in an oppress some or all unfairly, the situation will devolve.
If a party to the dispute is already oppressing, in a hold-up for example, an oppressive police presence will be welcomed.
