Do laws factor in human rights?
In America? Yes, but not perfectly.
The laws of the country are, in part, there to protect individuals from wrongful acts (a violation of their rights) of others. Some laws are also enacted to bring benefits (not rights) to the people.
The Constitution is the backstop to prevent the government from infringing upon your rights as a citizen in it’s zeal to provide benefits (not rights) to others.
