Does freedom of thought always exist? Yes. It is a human right.
It is also the only way humans pursue/discover truth—themselves. This is why it must remain unmolested. People do not possess this human right so that they can harm others to their benefit. Specifically, societal morality and ethics exist to rationally limit human behavior.
Are actions arising from one’s freedom of thought permitted without limit? Definitely not.
And they shouldn’t be. A person’s understanding of reality may be either wrong or incomplete. An interaction with others, in consideration with the truths that the other sees, helps all involved to find the better truths or behaviors for life. In time, these behaviors will likely better comport with true reality or society’s morality and ethics. However, so long as you watch where you might land, you are free to jump off a building.
