Who is ultimately responsible for ensuring that human rights violations do not happen?
You are going to hate this:
There is only one group that can: the people.
And the way they accomplish this is THEIR government [1]. Most governments around the world are not formed and controlled by the people.
If other people acquire or accumulate power, the people will be disempowered and their rights will be inexorably trammeled.
