Does true democracy mean that the government should be responsible for utilities? Would this make them more accountable to the electorate?

Government must be accountable to the freedom of all people. All people know what it means to be free. We can assess.
When we demand services from the government, we are not free. At a minimum, we are imprisoned by dependency.
You should rattle the door to you cage and demand more light. In the alternative, I will find a way to produce my own light, and I will control mine. It will go on and off when I say.
