What are the features or attribute or characteristics of democracy or factors that make a nation democratic?

America is not a democracy. No country is. True democracies will always descend into authoritarianism.
In a true democracy, decisions are made by majority rule (vote). Some groups operate this way, but not country.
In America, we choose our representatives (for our representative republic) by majority rule. Some in America want the president of the United States selected by majority vote. At that point, expect the majority to tyrannize the minority.
