Is the judiciary system in democracy a failure, as so many cases never get timely conclusion?

Not really. Reason and rationality takes time, especially if the participants persistently attempt to undermine it.

I wish it was not true, and people were rational. But then, there would be few laws because we would mostly agree with what is objectively true.
